A Study On Quality Of Statistical Data Based On Cooperative Game Analysis

Government statistics data is one of the nation’s most important and basicinformation resources, it bear the function of reflecting the social and economicdevelopment by comprehensively, accurately and in time, and provide the basis formaking national policy and checking the effect of policy implementation.Government statistics data is accurate or not directly related to the national economicand social policy is effective or not. However, the quality problem of our country’sgovernment statistics data has been more prominent, is concerned by domestic andforeign, theory and practice.To quality problem of statistical data, the impact factors both contain technicalaspects, but also non-technical aspects. And our country statistics data qualityproblem, basically made by non-technical factors, the outstanding performance of thisfactor is the issue of intervention by the local officials. Through the past researchliterature investigation, this paper choose to use the cooperative game method in gametheory to study the issue.This paper first examines the status of the quality of statistical data of ourgovernment, primarily through a comparison of GDP and population released by thecentral and local government. By contrast, we find there is a gap between GDP andpopulation by central and local governments announced, and the gap of the amount isthe tendency of expansion. This gap shows that China’s government statistics dataquality do have problems. Later, from the view of game, investigated our governmentstatistical system and statistical data generation process. By an overview of China’sstatistical system, and thus Alliance Economic Analysis in the relevant groups in thestatistical system, and eventually come out from the inherent flaws of China’sstatistical system. This laid the foundation for the game analysis behind.The fourth part of the article is the core part, constructed three game model. Thefirst game model of few officials to intervene statistical systems, it analyze few localofficials how to "enter" statistical system, to intervene in data production. The secondmodel is within the statistical departments alliance game analysis, analyse ofthree-stage internal members of the alliance of the statistics department. The thirdmodel is the analysis for the alliance in statistics department and the primary reporting unit, mainly analyzed alliance of power and process of the statistics department andthe reporting unit.Finally, through the front game analysis come to five reform ideas, and thenleads to six specific proposals for reform of the reform ideas. At the same time,according to the results of the analysis in this paper, briefly evaluated the presentstage of our country statistics reform scheme, and pointed out the deficiencies andneed further research topic.
