College enrollment policy, as important part of college entrance examination system, is directly related to state education and talent selection, which has unnegligible effect to national prosperity and development. Human beings are the objects of education which promotes one’s all-round development.Therefore, people-oriented education should be the key value conception of college enrollment policy in the policy formulation and implementation. This paper tried to widen education theory research area to a certain extent and gives deep discussion, which is valuable in theory. Meanwhile, study on human tendency has guiding significance to reform of college enrollment policy. The following questions are considered:1. The theory of people-oriented idea is how to change?2. How to embody human tendency in college enrollment policy and what are the features during different stages of college enrollment development?3. What is the influence of human tendency on students in college enrollment? First, the theory of human tendency is discussed, including development in thoughts and practice. Human-oriented idea is the call of times, which is a historical inevitability. Second, the development of human tendency in college enrollment policy is analyzed through policy texts, which can be divided in three stages:beginning of human tendency in policy (1977-1984), continuous development (1985-1998) and further development (1999-2010). The reform of college enrollment shows that government has paid close attention to selection of talents. Great efforts have been taken for reform research to improve management of college enrollment and equity with high technologies. Otherwise, there are still some problems in policy which hinder reform of quality education with humanism,we need to keep on trying. Further, people-oriented idea should be a "baton" of quality education and a guide of elementary education reform. At last, cases are given to show the influence of college enrollment policy on people. In order to provide qualified talents for high education and socialist construction, more attention should be paid to human needs and people-oriented idea. It is a historical mission endued by the times that education with people-oriented idea promotes talent selection with more flexibility and diversification which can give every candidate chance of fair competition. Research methods in this paper include historical comparative approach, documentation analysis, case analysis and interview. There are theoretical discussions, true cases, as well as combination of theory and policy. It is hoped that one can realize the development trend of human tendency in college enrollment policy, and that reform of college enrollment is improving step by step. This paper is helpful for policy makers to improve the college enrollment policy with human-oriented idea and the development of high education.
