Chinese government situates in the stage of reforming not only economicsystem but also political system. In this stage, there are a lot of problems caused bythe lack of government credibility. Government credibility has penetrated into thewhole society such as social life and social system, including social insurance.Meanwhile, it is important to note that in order to stabilize the society, socialinsurance system is directly close related to government credibility. Furthermore,because of the characteristic of rural social endowment insurance, the demand ofgovernment credibility is far more important in terms of the new rural socialendowment insurance.The article focuses on the research of government credibility within socialinsurance system context. Moreover, from ageneral perspective, the article will analyze the reason why the government lacks ofcredibility, especially pointing out the very reason in the new rural endowmentinsurance. In order to solve the problems caused by the lack of government credibilityin the new rural endowment insurance, the key solution is to transfer governmentimage and raise up the credibility among the public.It is recommended that to raise government credibility in the new rural socialendowment insurance, the fundamental means is to increase the future prospects frompeople living rural area. To be specific, it is through the building of basicunderstanding, the choice of governmental practice and the regulation ofgovernmental behavior to achieve the increase of government credibility in the newrural social endowment insurance. However, the current situation of the new ruralsocial endowment insurance is not an official stage, and the increase of credibility isnot an overnight achievement, either. Consequently, the government should have aspecific positioning to clarify the idea of the policy, and should be determined toconsistently practice the policy as well as increase its credibility.
