However, the socialist market economy under the rule of law is the theme of development, there is a lot of perplexing the economic behavior and the legal relationship which throw to under the market economy system of sports industry. On August29,1995, the publishing of " Sports Law of the people’s Republic" ended the state of our country sports without laws. Afterwards" Sports industry development program was "published, which means the legislative work of sports industry in China has got attention, then national sports industrial legislation work also spread out in the round.This research, based on the industrial policy and comparative institutional theory, using literature, comparative analysis, logical analysis, analyses each province sports industry administrative regulations from its setting concept, structure, policy implementation effect.Various provinces and cities in the setting of concept and structure features are similar. However, they have different characteristics and the effectiveness of policy implementation:1, The business of racing to marketing plan and policy in Shanghai and Guangzhou bases on management, obtain good economic benefits, other provinces overweight emphasizes comprehensive event or individual events social benefits, in addition, there are some limitations of operation and management.2, Take Shan’xi, Hubei, Fujian Province as the representative of sports fitness and leisure industry,they have obtained great progress, and formed a certain scale, but Anhui, Zhejiang, Henan province development effect is not apparent, and even negative growth phenomenon.3, Sichuan, Yunnan, Qinghai and other western area characteristic tourism and mountaineering activities combined, the tourism industry has achieved overall warming.4, In Fujian, Zhejiang as the representative sporting goods manufacturing industry,has the increasingly obvious trend of industry cluster, business benefits, it also happened in Chongqing, Sichuan is enlarging, at the same time.5, The policy of every province or city sports lottery sales show optimal effect, sports lottery sales hit the most high record in Jiangsu and Zhejiang, and among them Inner Mongolia, qinghai and Yunnan have year-on-year rate of increase, but Hubei, Anhui decreased than the previous year.The main issues focus on single policy implementation means,imperfect presence of bull management and supervision system, excessive government intervention which leads to the monopoly of the sports industry management slow efficiency, the lack of policy guides and so on.According to industrial policy theory, there are some solutions that have been figured out in the analysis of the policy bottleneck at present: to develop and perfect the sports industry development policies; to take diversified and operative means to prevent sound, bull management; to strengthen sports industry administrative laws and regulations execution supervision system to optimalize the development of sports industry government regulation and so on. |
