Promoting social justice of educational resources has always been a fundamental policy in our country. However, unbalanced development of compulsory education and ineffectiveness in securing educational equality have become two increasingly striking problems after the Popularize Nine-year Compulsory Education. The Central Committee of our party and the State Council are attaching great importance to the issue of educational equality. At the NATIONAL EDUCATION CONFERENCE of this year, both our General Secretary Hu Jintao and Premier Wen Jiabao laid special emphasis on the point that improving educational equality is our basic national policy. The same idea was also embodied in the Outline of the National Program for Long-and Medium-Term Educational Development. Chinese experts, scholars numerous educational organs and massive educators and educationists have likewise paid close attention to the implementation of education equality and promotion of balanced development of the compulsory education, by touching upon unbalanced educational development between regions, between schools and between urban and rural areas and some other features. But under the new circumstance thirty years after the opening-and -reforming policy, especially since the practice of Popularizing Nine-year Compulsory Education, educational imbalance has found new outlook to its presenting form. Taking Huangshi as a sample city, I conducted a complete investigation on the issue of educational imbalance. This essay analyzed the specific ways of imbalance and inequality of current compulsory education both from the macro and micro perspectives, pinpointed the problems in its developmental tendency and the reasons for them. Furthermore, based on the policies of contemporary compulsive education and the economical reality of local economic development, the essay brought forward a few pertinent suggestions, which are practical, worthy of consideration, and I believe in the near future, might be of directive and implicative importance to mobilizing well-balanced and equal development of compulsive education in Huangshi, or to a larger extent, in provincial background.
