Chongqing City Public Security Zhaojing Project Plan Management And Assessment System

With the unremitting fighting and preventing measures by Chinese Police in recent years, the situation of public security has been improved obviously. Meanwhile, the human resource equipped for the police community is still at a low level, and has been left far behind by other developed counties. In order to refine the structure of police force as well as to serve the goal of "Safe Chongqing", Chongqing Public Security Bureau(CQPSB) has adopted the policy of large-scale recruitment to fix the pesonnel gap in recent years, and it has been proved to be effective in improving police productivity and the structure of its staff members.It is necessary to employ the concept of modern management in large-scale recruitment, otherwise, it will be difficult to control the procedures of the recruitment precisely and to ensure the effective evaluations on the overall quality of potential candidates. This paper focuses on the project of large-scale recruitment of CQPSB in2010, researches deeply on plan management and evaluation system of the project, analyses the project plan, and draws up the operation schedule with project management tools based on WBS of the project. Meanwhile, during the operation of the project, we have taken consideration of the goal of improving the overall capabilities of police officers, and set up the methods and contents of the project evaluation system.Through the analysis of the project, this paper fully demonstrates the results of the application of project management knowledge system in administrative projects. The article focuses a lot on the whole process of project management and the evaluation system which aimed to achieve the optimal project objectives during the implementation of the project. In a word, it has enhanced the effectiveness and quality of the recruitment project by establishing WBS of the project and the precise management of the project process.
