China's Public Sector Innovation And Leadership Spirit Analysis

The founder of the innovation theory Joseph Alois Schumpeter put forward the concept of "Innovation Theory" in Theory of Economic Development. He believes that innovation is a new combination of production factors and production conditions which produces new values. As carriers of innovative activities, entrepreneurs are motivated to impulse constantly the innovation by self-realization spirit. Druker carry forward Schumpeter’s idea and extend it to public sector based on the analysis of the studies in the private sector innovation and the entrepreneur spirit, and he also considers that the public sector needs more innovation than the private sector. Therefore in this paper there will be further analysis in the public sector innovation aiming to find the differences and similarities between public sector and private sector and to analyze the relationship of the innovation spirit between them.In the1980’s, the practice and theoretical exploration of the new public administration movement is a attempt of western countries to the public sector innovation. This paper selects typical countries as examples for public sector innovation analysis with achievements obtained from the new public administration practice of the U. K and the U. S. In addition, this paper analyze the public sector innovation theory in the new public administration and summarize main elements of the public sector innovation.During the development of china’s public sector, facing the development dilemma caused by bureaucracy, new problems produced by external organization environment and the problem of no matching between economic level and public sector’s products and services, we firmly believe that the innovation has to be carry out immediately. China’s public sectors learned from the western countries and introduced the new public administration movement thoughts. However, due to dynamic difficulties that exist in china’s public sector innovation, there are various problems in the process of the new public administration practice in China. Therefore leaders are considered as an entry point for analyze china’s public sector innovation. This paper analyze the innovation propulsion of china’s public sector leaders, and we believe that under the leadership of the innovative leaders of the public sector, the organization innovation of the public sector can be achieved. These leaders of the public sector are capable to break the hierarchy of the bureaucratic organization and to establish learning organization in public sector in order to provide organizational protection for innovation durative.
