Whether women can fairly participate in social and public affairs management is an important symbol of a country’s democratization and social civilization level. To do research on this issue is of great significance to promote the overall development of women. Women county magistrates is a special representative group in Chinese government cardres who often play multi roles in their work and act as coordinators between higher and lower level government. The writer will take 20 women county magistrates she visited as the example to discuss kinds of restraints they face when involved in social and public affairs management,thus to have a basic understanding of common problems they meet in their positions. Based on first-hand information, the writer will not only analyzes county-level-women-cardres’achievements from the growth in number of women cardres and enhancement in acceptance of their cardre identity,but also makes a summery of predicaments they meet in their career development such as invisible gender discrimination, dilemma in family gender role, difficulty in promotion and confinement to one fixed position. Then according to previous analysis and summarization, the paper will from gender perspective take human capital, social capital and institutional capital as the key points, through analyzing below six aspects:the inequality in early endowed of human capital and the adscititious human capital; the inequality in gaining political and social capital and constructing social network; gender discrimination and the lack of institutional capital; the ineffectiveness in policy implementation, the writer expects to find out the deep roots resulting in women cardres’ predicaments in their political career. Lastly, the paper proposes the government and society setting up formal and informal institution to break through the dilemmas in county-level-women-cadres’career development and providing theory and practices beneficial to their further career growth.The main innovative points of the paper reside in its expanded perspective in research on women’s participation in political affairs through analysis and summarization of realities women face in social and public affairs management and the great amount of first-hand convincing information from interviews with 20 women county magistrates and deep discussion into their predicaments on the basis of the theory of capital.
