With the rapid development of the Chinese economy, there is a growing emphasis on the significance of health. However, China is a populous country and the poor population accounts for a large proportion of of those living in poverty in the world, which are mainly concentrated in China’s vast rural areas. What is even more worrying is that poverty and disease often coexist, thus reducing the incidence of economic burden caused by illness is an important way to reduce the incidence of poverty. In addition, China has been taking Health Care System in rural areas as one of the most important issues of the "Three Rural Issues"—agriculture, farmer and rural area, so to research into the main problems in China’s rural health expenditure, and to put forward specific proposals based on this is of great practical significance to the improvement of the health of rural people and increasing the quality of the entire people.This paper gives a full play to a variety of methods to study the problem of China’s rural health care consumption basing on the basic theory of modern economics. Firstly, it describes the basic theory of rural health care spending; then it analyzes the status of China’s rural health care expenditure and the factors affecting China’s rural health care spending; finally, it draws basic conclusions and policy proposals.Nowadays consumption level and consumption ratio of medical care in rural areas tend to be low, varying from district to district, under the influence of personal factors such as income, education, gender, age,as well as impersonal elements like the patients, the doctors, sources of medical care and the New Rural Cooperative Medical System. Consumption of medical care accounts for only a small proportion of the whole consumption structure in a rural family. Consequently, consumption level of medical care in rural areas can be improved by increasing the peasants’income, improving the level of medical education, reasonably distributing medical resources, establishing a medical information overt system, perfecting medical care insurance system, intensifying the government’s leading role and so on.
