Research On The Government Role In Township Public Hospital Reform With The Introduction Of Market Mechanism

Our nation has a large number of agricultural populations, so the most important problem that our government concerns about is no people will be threatened by starvation everyday. More than30years ago, to begin with the fast development of the reform and opening up policy, our country had made great economic achievements and this problem had been gradually solved. People pay more attention to deal with their health problems and we can also call it medical security problems. To make a general survey of the public hospital reform all over the world, even no single government can completely solve this problem. Our nation will be one of them. Before the reform and opening up, our country has been ruled by planned command economy system and the government manages all the things including medical services. Because of some economic elements in that era, people can get less and less from the medical resources and management system. After that period, our government breaks out that kind of situation and they properly introduce market mechanism to get rid of these problems from medical security.So far, with the development of the public hospital reform, the strategy and the starting point is very laudable. But there are so many unexpected results through the whole process in the implementation of policy. It is no doubt that public hospitals including township public hospital should be highlighted the public welfare. But the reality is that this type of welfare has become tools for some privileged class to benefit themselves and for some medical enterprises to seek profits. And it is very hard and expensive for ordinary people to share this welfare. So not only the public but also the academia, they all blame on our government for the failure of public hospital reform. It is generally believed that the government can not be totally introducing market mechanism into township public hospital reform, especially for the followed policies of township public hospital reform in some extent is failure. This situation leads our reform to be faced with present difficulties.The government and the market distribution is leading the two different kinds of resources in an allocation way. To conclude present experiences all over the world, both of these two methods can not completely solve the problem of effective supply of medical service. Because of different countries have different actual condition; they also have different ways to deal with them. Back to our country also in this trouble, it is sure that the role our government should play in the reform is unclear. Therefore, the governments in our country at all levels for the township public hospital reform in what aspects they should be responsible for and not is a big problem in this thesis. And it is no doubt that our governments at all levels should find their real positions or government roles in this reform.
