| Medical emergency is the core issue of public emergenciesmanagement. As the key place and first front of the emergency medicalservice, hospital undertakes responsibilities of improving the cure rate andreducing the casualties caused by the sudden public incidents. Since thelack of the research on hospital emergency management, this articlestudied the hospital emergency response system for external emergencies,modeled and simulated the hospital emergency response system for asingle incident and multiple incidents to dynamically analyze the real-timeemergency response system performance and variation in the hospitalemergency response process.Currently, the research on the medical emergency management mostlyfocused on qualitative research, and many hospitals apply thepre-established static contingency plans or experience as the onlyemergency strategy, so this article modeled the hospital emergencyresponse from a quantitative point of view. First, based on the literatureanalysisã€field research and expert interviews, this article builds the typicalhospital treatment processes in the face of external sudden events. Then,according to the characteristics of treatment process and medical staffassessment, the article uses relevant mathematical functions andprobability distributions to build a generic hospital emergency responsesystem model for facing a single incident, and translates it into a computersimulation model by Matlab programming language. After the modelvalidation, we design relevant simulation experiments combined with thereal data of a third-grade class hospital in Shanghai to study the human resource allocation and optimal emergency strategy selection under variousscenes for applied research by using the patient average length of stay andpatient mortality as the assessment indicators. The analysis gives theresource allocation decision recommendations and optimal emergencystrategies in various scenes, thus providing decision support to help thehospital respond emergencies using the minimum cost.On the basis of the generic hospital emergency response systemmodel for facing a single incident, we construct a hospital emergencyresponse system model for facing multiple incidents occurredsimultaneously. We apply orthogonal experiments and correlation analysisto extract the key input variables which have greater impact on the modeloutput, and estimate their mathematical functions by SPSS software.Finally, we study the impact of three different dynamic contingencystrategies on system output and give some suggestions. All of the workprovide a reference and prevention mechanism to improve the hospitalemergency response capability for facing multiple emergencies. |
