A Research On The Problems And The Strategies Of Urban Community Health Care Service From The Perspective Of Public Policy

In the city, in order to alleviate people’s difficulties in getting to see a doctor and affording the expensive medicine, our country has been strongly advocating the development of China’s community health service which can promote equal access to basic public health service for everyone and improve the fairness and accessibility of the public health service. Community health service is an important part of the local government health administrative work, which will make everyone have access to basic medical and healthy service.Since "the decision on health reform and development of CPC central committee and the state council" proposed developing urban community health service in1997, China’s urban community health service has been positively developed with10years efforts. CPC central committee and the state council attach great importance to the urban community health service, and the local governments at all levels have brought out positive measures. However, the development of urban community health service is relatively slow. There exist some problems to be settled, for example, it lacks of long-term mechanism, the personnel quality of community health care service is too low, people has little awareness and identities and so on.This paper will analyze the problems of urban community health care on the basis of literature analysis and social investigation, and put forward the strategies to improve the development of urban community health care service. This paper will be divided into four parts. Chapter one mainly introduces research background, research results both domestic and overseas, research meaning and research methods; chapter two brings out the problems of community health care service in our country; chapter three analyses the reasons of community health care service problems from policy formulation, policy implementation and policy supervision, laws and regulations four parts; chapter four puts forward advice and strategies on improving urban community health care service.
