| ObjectiveThis report about on the basic public health services in urban and rural, and providing some measures. Comparison of existing processes and other parts of the process to develop the Chongqing urban and rural characteristics of the basic public health services, process optimization proposals to improve the primary public health services to provide the service efficiency of the organization, can effectively promote service projects undertaken by the agencies, can effectively implement and benefit the urban and rural residents; the establishment of appropriate monitoring and evaluation agencies, the implementation of the primary public health service of process management to maximize; provide policy recommendations to maximizing the value of this study, the improvement of primary public provision of health services. This study includes five chapters which are the basic public health services, process management, and analysis of the problems of existing processes proposed optimization mode. This study is about the existing process of basic public health services research, which can optimization of existing processes. We should enhance the quality and efficiency of basic public health services, and improve the basic public health services status. That will provide residents with quality, convenient, and efficient health services, which are contribute to the gap of urban and rural basic public health services and the implementation of the equalization.Methodology1In this study, a preliminary understanding of domestic and Chongqing Municipality about the process management of in basic public health services was based on the literature review2The staff of20community health service centers (stations) including the Yuzhong YuBeiOu Hechuan were interviewed, and talked about the basic public health services of process management.3Invited10experts from different fields of basic public health services, process management, management, public health services in Chongqing City, and had the two basic public health services in process management forum. Then, the experts analyzed the status of the basic public health process management and proposed to optimize the views.4Comparative studied by the current process of the process management of basic public health services in Shanghai and Chongqing, and draw on advanced experience, to identify key links and critical control point management. Results1From the interviews with the staff of primary health care sector, there were many problems in public health service of process management: service delivery process areas, duplication, complexity, resulting in the cost of spending; the technical knowledge of the primary staff needed systematic training,services less effective; low efficiency of basic public health services, staff for work was not high; most of the areas of basic public health service providers in the traditional management model; the "to the residents, the patient-centric" thinking was not fully implemented in basic public health service providers; low education levels of primary health care agency staff; process management the development had been hampered.2By comparing and expert discussions, learned the advanced experience of Shanghai, and determined the objectives, principles and content of basic public health services in process optimization.ConclusionsIn order to better promote the process of management of basic public health services, there were the following optimization tips:1development process based on the actual situation of the regional economic level;2process development and optimization required experience of the accumulation;3junior officers needed process management training;4process aspects of control;5"beyond patient expectations" as a process optimization-oriented;6attach great importance to learn from ISO9001and ISO9002eight quality management principles;7supporting management of the systems and measures;8strengthen on the introduction of talent and incentives in primary health care sector. |
