| Since the break out and pandemic of a series of air borne diseases such as SARS, avian flu, and influenza A (H1N1) in recent years, the preventive and supervising work of hygienic safety in public places has confronted great challenges. The "regulations on the sanitary administration of public places" enacted in 1987 can no longer meet present needs, and many shortages have shown up. A new mode and institution named quantitative sanitary administration in public places has been tested and promoted by ministry of public health since 2009. In this study, the quantitative sanitary administration system in public places of Sichuan province was established through analyzing the fundamental principle, traits, and core concept of quantitative sanitary administration in public places, consulting experiences of developed regions, and testing the theory in real work of Sichuan province. Moreover, analytical methods such as systematic analysis, comparative analysis, and case study were applied to study on positive and negative factors effecting the implementing of the new administrative system in Sichuan. In addition, the technique and authority of the administrative system were further upgraded, and great emphasis was put on nominal quotation publicity, field training, balancing interests of involved parties, and rigorous quality control to ensure thorough and successful implementing of quantitative sanitary administration in public places in Sichuan province. |
