Objectives:This study was based on the national essential medicines system andevaluated the implementation of Essential Medicines System in Fujian Primary CareHealth Institutions. And then the appropriate policy recommendations were proposedto promote the implementation of Essential Medicines System in Fujian Primary CareHealth Institutions. Methods:The Literature analysis was used to understand thehistory of the World Health Organization’s and China’s essential medicines system,the implementation overview of essential medicines system of primary health careinstitutions in Fujian Province,etc. The questionnaire survey was used to understandthe primary care physicians’ and the masses’ awareness and acceptance of theessential medicines system. The prescription sample survey and the In-depthinterviews were used to understand the rational use of medicines, the availability andthe accessibility of the essential medicines in Community Health Center. Results:TheWHO has continuously improved and developed the concept of essential medicines,so far has released16versions of essential medicines lists. China is also. In order tomeet the needs of reform and development, Fujian Provincial Government andFujian Provincial Health Department released the7copies of relevant documents foressential medicines system from2009to2011.There were more than95percent ofprimary care physicians who had a certain degree of understanding of the essentialmedicines system. Only33.60percent of primary care physicians expressed that hewas willing to accept the essential medicines system. There were39.63percent of themasses who had a certain degree of understanding of the essential medicines system.More than50percent of the masses expressed that he was satisfied with the essentialmedicines system. Rational use of medicines: the average number of medicines perprescription was3.03, average times of using antibiotic per100prescription was63.63. average times of using hormone per100prescription was16.56. Availability:the average number of essential medicines per prescription was2.67,the percent of the use of the essential medicines was82.18,the percent of the prescription whichcontained the essential medicines was93.24, the percent of the prescription whichcompletely contained the essential medicines was59.38,the percent of the essentialmedicines’ outfit was only41.86. Accessibility: the amount of the average prescriptionwas47.5yuan. Community Health Center had the41.18percent of the pharmaceuticalprice which was higher than neighboring pharmacies or threehospitals.Conclusions:The primary care physicians and the masses had a low degreeof understanding and acceptance of the essential medicines system.The essentialmedicines were not fully met the needs. There were some certain problems with therational use of medicines in the Community Health Center. The availability andaccessibility of the essential medicines should be further improved.Recommendations: In order to promote the rational use of medicines, improve theavailability and the accessibility of the essential medicines, communication andeducation should be reinforced, the essential medicines lists should be reasonablyestablished and adjusted, the diagnosis and treatment of the primary care physiciansshould be standardized, the mechanism of the compensation should be completed andthe supervision of dispatching and price should be reinforced.
