Study On Defective Quality And Pay Adjustment Of Asphalt Pavement

Project payment is carried out after the assurance in our country. An agency gives the contractor payment of a project after the project measurement. The procedure of project is traditional rejection /acceptance procedure. There are only two levels for a project- eligibility or disqualification in the acceptance specification. Payments in this condition are not suit to the quality of a project. The traditional payment method can not stimulate the contractor to improve the quality of a project positively. Under this condition the pavements will become failure prematurely. The concept of payment adjustment is introduced to solve this problem. By this way an agency can give their contractors suitable payment basis on the quality of an asphalt pavement. The agency can give the contractors suitable payment for their work.Theoretical basis and computation method of pay adjustment based on life cycle cost analysis are introduced here. The calculation method and formula of pay adjustment are also introduced here. The key procedure of pay adjustment is selecting suitable parameters to evaluate the quality of the hot mixture asphalt pavement. Using these key parameters performance evaluation model of the HMA pavement can be set up. And expected life of asphalt pavement can be estimated by the performance evaluation model. In this dissertation most of the performance models of HMA pavements are analyzed but few of them are suit for pay adjustment. In this condition the method and procedure of setting up the model is recommended. An agency can establish models which is more suitable for them by this way. The recommended performance model is also given in this paper. And computation example is conducted using practical testing data. Considering the difficulty of implementing pay adjustment, recommended procedure of pay adjustment that combined with the quality acceptance of our country is brought forward in the end combined with the acceptance specification of our country.
