As China’s economic development and social progress, people’s living standard gradually improving and building area increasing, China’s total energy consumption is growing, so the importance of energy saving and emission reduction becomes more and more prominent. According to the survey, urban centralized heating energy consumption accounts for a larger proportion of total energy consumption. The research of the paper consists of two aspects:optimization method of heating pipe network consumption reduction and public buildings energy consumption evaluation in centralized heating system.There will be heat loss of pipeline network, power consumption of heat medium and pipeline leakage loss in the process of thermal energy transmission and distribution in heating system. The heat loss of pipeline network is a little part of entire energy consumption of heating system, but this part loss can not be overlooked because the system energy consumption base is large. In addition, the power consumption of heat medium transmission is a big part of the total system power consumption which exists a huge energy conservation space. Therefore, how to reduce energy consumption in the process of heating transmission and distribution reasonably in heating system and the waste of energy is of great significance. For existing calculation complexity about heat loss in directly buried installation heating pipeline, difficulties to acquire parameters and other issues,this paper proposed a method based on comprehensive heat pipeline heat transfer coefficient to calculate the heat loss of pipeline network, the results of experiment show that this method has advantages such as simple calculation, easy to implement and less error; a optimization method which objective function is annual equivalent cost of heating pipe network running is established, and optimization decision of heating transmission and distribution is presented based on qualitative analysis.As heating system heat users, buildings have the greatest energy conservation potential in heating energy consumption. A building energy consumption evaluation method is presented based on analytic hierarchy process to the rank rationality of heat usage of several buildings of a university in Dalian, aiming at buildings rationality of heat usage, fully considering indicators of buildings such as heating strength, thermal comfort, energy-saving behavior etc. Experiments show that the method combining qualitative and quantitative factors analysis to evaluate, the evaluation results are in good agreement with the actual situation. By building energy consumption evaluation, energy-saving potential from the management is analyzed, suggestions about rationality of heat usage is given from system and technology.
