Lalin River is a tributary of Songhua River, the total length ofwhich is450km, and the boundary length is233km. The area ofLalin river basin is19923km2, The total quantity of water resourcesis46.80×108m3. There into, the quantity of surface water resourcesis38.67×108m3, the amount of groundwater resources is14.153×108m3, repeat the calculation quantity is0.39×108m3,andthe shallow groundwater available yield in plain area is9.52×108m3.Lalin River basin is distributed across Heilongjiang Province andJilin Province. With the rapid development of economy and society,the demand of water resources increases more and more, and theutilization degree of water resources becomes more serious,challenging the ecologic health of river and sustainable utilization ofwater resources. In order to use the water resources reasonably,reducing the conflict of different regions, upstream and downstream,and different industries, the allocation scheme of water resourcesneeds to be established properly by administrative organization ofthe river basin. and the control of total water use and its allocationare urgent demands of the establishment and completeness ofnational water right system, the practice of the strictest system ofwater resources management, preventing and interceding waterdisputes, achieving sustainable utilization of water resources,maintaining good cycle of ecologic system, and supportingsustainable development of economy and society.The utilization of water resources in Lalin River basin is relatedto both Heilongjiang Province and Jilin Province, Based on thebalance of water supply and demand, considering natural conditionof water resources, physical geographical feature, development ofeconomy and society, and other complicated factors of differentadministrative regions, according to the principle of fairness andefficiency, using the methods of water quantity balance combinedwith indexes system, the principles and methods of water allocationin Lalin River basin are established, and the scheme of waterallocation and guarantee measures are raised.
