Now the realty business develops quickly. People did not follow blindly anymore when they select the house, and they paid more attention to the quality, externalaesthetic feeling, matching facilities of subzone, and geographic location of the house.For the engineering technicians who are engaged in realty business in Northeast, theypay more attention to the perfect combination of quality of house and externalaesthetic feeling, which puts forward a higher request about the energy conservationof wall. For the situation which the energy resources are more and more deficient atpresent, the good energy-saving wall can economize resources, reduce the energyconsumption, and improve the living condition. And the good energy-saving wall alsocan provide more reference space for the material of external vertical plane of thebuilding. So it is a guarantee of economizing energy resources, protecting theenvironment, economizing the cost, reducing the energy consumption, and improvingthe living condition to control the quality of filler heat preservation energy-savingwall better, and it also provides more space for the usage of material of externalvertical plane.The factors of energy-saving that have effect on the filler heat preservationenergy-saving wall are numerous. For example, construction difficulty, laying quality,thermal bridge of windows, thermal bridge of beam slab’s pitch point, insulationboard leakage, the insulation board’s splice is untight, the heated coefficient ofinsulation board is not enough, the space in the filling is oversize, the sticking ofadhesive tape is not appropriate, the hole is oversize when the bar reinforcementpierced the insulation board, and so on. As seen by the applied situation of the fillerinsulation board wall, we should adopt the methods of controlling the energy-savingdesign, quality of construction process, quality of material in entering the site,exerting the supervision personnel’s function, controlling the test and checking, controlling the quality checking and accepting, and so on, to extend the technique offiller insulation board wall. To draw up a process control plan, and ensure theaccuracy of plan and successful actualization in the construction. Thus, we can obeythe stipulations and theory in the whole construction process.During building the real estate project, the technical force of workers is slender,the diathesis of builders is uneven, and the management personnel are short of thesystemic knowledge of project management conception correspondingly. Shortage ofsystemic planning, absence of scientific method of quality control in the process ofconstruction, the good and bad of quality of building materials are intermingled in themarket, various defectives and materials which are not reaching the qualityrequirements of national architectural trade criterion cover with the market, so thetechnique, quality, expenses and others are hard to achieve the prospective target.This article analyzes the theory of quality control and management and relevanttechnical theory deeply, from the analysis of questions and drawing up the plan tocarrying out the plan, provides necessary support for the project in the future intheory and method, makes the project in the future avoid detours in quality controldiscussed in this article and achieve perfect checking and accepting, and also reduceslarger engineering work load of maintenance in the future.Wanheng Yuanjing Project is in Shenyang, which is located in Northeast.Northeast area is a cold and hardly any earthquake area. The application of fillerinsulation board energy-saving wall is comprehensive. Now the thermal insulationform in Northeast area mostly adopts external thermal insulation, which causes thesingle usage of external wall coating material in a large scale in the whole city. Theexternal surface of the building covered with cracks, dusts and mud marks after along time, so the application of filler insulation board energy-saving wall can increasethe gloss of the city. Therefore, the quality control of filler insulation boardenergy-saving wall is an important tache of economizing the energy consumption inwinter in Northeast area, also is an important tache of economizing energyconsumption of cold air in summer, so we need use the systemic theory to settle thequality control of this project more. The quality control of filler insulation boardenergy-saving wall in Yuanjing Project is divided into three approaches: to bring forward the existent quality problems and quality requirements; to analyze the qualityproblems and put forward the control scheme; to settle the quality problems, andachieve the quality target through carrying out the detailed scheme. In order to controlthe quality target of filler insulation board energy-saving wall in the Yuanjing Projecteffectively, we should take the following methods mainly:The first step is to confirm the research of quality control plan of filler insulationboard energy-saving wall on the basis of every kind of information, similar casesaccumulation, through the foreground of energy-saving, trend and heat preservationway contrast, area problem to stick out the regional strongpoint, only to clarify theresearch direction, we can confirm the order of quality control research, we can setdown the concrete quality control scheme.The second step is to analyze problem, set down management plan, technicalcriterion of construction, quality problem difficulty’s scheme making and others to setdown the quality control scheme of filler insulation board energy-saving wall. Thescheme should own clear arrangement, management method of construction unit,management method of building unit, management method of supervision unit, andthree sides should cooperate and manage together.The third step is the execution of control scheme. We must ensure the successfulexecution of the scheme, the feasibility, applicability and importance of the scheme.The control and execution of construction unit is controlled through examining theworking drawing, relevant personnel responsibility system, enjoying three sides’information together and communicating each other. The execution of control schemeis achieved through examining organization structure with pertinency of constructionunit, working process, quality checking and accepting procedure and criterion ofsupervision unit. The execution is the realized process of the scheme, although we usethe above method to implement it, some accidents may occur during the wholeprocess at the same time, the relevant method should be adopted in order to ensure thesuccessful execution, such as contradictions occurs between project design andpurchase, resolve the existing problem after analysis through communication,management and other economic method, and to control the quality better.The above method is to put the usual project management, quality control content into practical working, when setting down the project and suggests theimprovement scheme at the same time to form perfect scheme, we believe that it willplay a role to construct the next with this theory that concluded through theclassification of project construction. At the same time this kind of project will beverified this year.
