The infrastructure of inland river shipping in Jilin Province and other relevant factorshave been largely improved after the development of over ten years, especially after “theSixteenth Party Congress” put forward the strategic task of speeding up the adjustment,reform and revitalization of North-east Industrial Bases. Jilin’s ports are experiencing dailychanges; the handling capacity and throughput of these ports have been largely improved. TheProvince pursued the coordinated development of its inland river shipping during the periodof “the Eleventh Five-Year Plan”; it built a quay for managing the river shipping industry andalso built a wharf for regulating waterway channels. Between2006and2009, this Province’swaterway system transported5.23million passengers and5.59million tons of freight. Inorder to further develop the ports, which is an open system closely linked to the outside world,and advance their market competitiveness as well as fundamentally improve the relationbetween the ports and social development, a research for the future development planning ofJilin’s ports is necessary. The major content of this research paper includes the following threeareas.Firstly, according to the statistics of Jilin’s cargo transportation in recent years, this studyconducts field investigation and comprehensive analysis towards the hinterland along theSonghua River, including their economic and social development, productivity layout andcomprehensive transportation; this study also further analyses the cargo transportation’sstructure and the laws of the scale evolution process as well as internal reasons. By doingthese, it has been found that the main cargos are mine construction materials, food, coals andother miscellaneous goods;Secondly, this paper scientifically forecast the cargo throughput volume of major portsby using a liner regression analysis model, an elasticity coefficient model, and the increasingrate model of cargo volumes. The major ports include Jilin Port, Da’an Port, Songyuan Port,Ji’an Port and Yanbian Port. This forecast provides scientific evidences for the planning ofsecond Songhua River’s cargo-handling capacity.Thirdly, on the basis of analysis and forecast, this study focuses on the shipping planning of the530-kilometer reach between the second Songhua River and Sancha River’s estuary.The imbalance coefficient method is adopted to calculate the number of berths in every port,and identify the best berth amount for every port. meanwhile, the paper considers every port’sgeographic position, conditions of cities which they rely on, their functions in thecomprehensive transportation system, collecting and distributing conditions of the ports aswell as their infrastructures, and the shipping need of hinterland’s social and economicdevelopment; and then the paper develops layout and planning for every port by dividingthem into main ports and regular regional ports. main ports include Jilin Port, Songyuan Portand Da’an Port while regular regional ports include Jingyu Port, Dehui Port, Five Trees Port,Long Lake Port, Lin River Port, Ji’an Port and Yanbian Port.This research paper has fully considered the economic and social development needs ofthe hinterland along the River as well as the development planning of the comprehensivetransportation system which includes roads, railways and waterways. It makes clear theguiding thought of planning, keeps establishment and perfection of a comprehensivetransportation system in mind, and pursues the principals of unified planning, stress on keyprojects, comprehensive coordination and step-by step implementation. moreover, the studyoptimizes the infrastructure construction of roads and waterways, and realizes theircomprehensive, coordinated and sustainable development, providing powerful support toJilin’s economic development. By doing a preliminary analysis towards Jilin’s port layout,this paper provides helpful references to the planning revisions of Jilin’s inland river shippingand ports’ layouts. It has certain use for reference and practical meaning.
