Railway is the main artery of our economy, the backbone of the national transportation system, and also an integral part in China. It is characterized by a highly centralized management, linking every step of process together closely. Rail transport contains a series of work nodes. And if there is a problem in a certain point in which a failure occurs, it will affect the safety and smooth in the entire line of transportation. Also, not eliminating dangerous case and controlling the situation in time will cause wider jam and paralysis as critical moment. Therefore, keeping smooth flow of rail transport is the most basic demand, and the safety of producing is the eternal theme of rail transport.Railway Emergency Communication System generated in order to meet this demand, which is how to use the site environment to recovery fast and establish the emergency communication channel as soon as possible to make sure the return of live audio and video data back to the rescue command center for decision support in first time, On-site rescue personnel receive timely instructions for the removal of the accident as soon as possible to reduce the loss of recovery time for the opening line. Under this circumstance, research and design emergency communications transmission scheme is needed in any circumstances it can be used immediately, implemented at once and communicated smoothly, which compromises multi-tools, multi-channel, multi-service integration. First, the paper is described on the current rail network of emergency communications, emergency communications systems, business status, and development process. On this basis, it is also analyzed the problem which already existed and needs proposed to build the architecture model of layered slice railway emergency communication system. Also, it described the architecture of the link layer, IP switching layer, coding transport layer, and the service control layer in detail; second, this paper is made a comparison for wired, wireless, satellite links in three different physical access technologies. And it is also finished the access design of rescue scene, range stations and central office equipment of the command center. Then, there is an in-depth discussion of coding technology under the IP video network environment. After the popular11.264algorithm analyzed, the implementation in the Linux environment is finished. While it is given design ideas and implementation of the use of application layer RTP/RTCP streaming protocols in the encoded transmission scheme proposed. Besides, it is provided solutions to problems which are network involving adaptive, automatic control stream, and state feedback of the network, etc...Finally, the article is analyzed the data storage problems of receiver after receiving data completely. After different storage patterns were compared, it is given an appropriate storage solution for the design.This research provides a theoretical and technological basis of practical value in the railway emergency communications and technology research. It can provide real-time railway emergency rescue and accurate site information. Besides, it has a great significance to ensure rapid and effective emergency rescue organizations to reduce economic losses and negative social impact.
