The engineering activities regard creating technology artificial things as corewhich change the human conditions of material life and traditional way of life, andpromote the development process of the human society. However, along with theengineering activities of human life is becoming increasingly prominent, due to theinfluence and constraints of the uncertainties in the whole process of the engineeringactivities and natural environment, social environment and other situational factors. Therisks of engineering activities are complex and endless.There are risks in any engineering activity itself. So, it is very important toresearch on the risk in engineering activity which can’t avoid. In the current academiccircles, the subject of the project risks, mostly from the perspective of economics,management science, sociology and other disciplines to study, from a philosophicalpoint of view on the causes and constraints of the project risk analysis does not catch somany attention. In real life, philosophy and engineering contact, communication andinteraction are often the "space" or even "out of touch" phenomenon. Therefore, fromthe perspective of engineering of philosophy, the author firstly definite the philosophicalconcept of engineering, risk and engineering risk. Then simply summary theengineering risk theory and problem, deeply analyze the structure and process ofengineering activity, clearly indicate that engineering risk exist and run through thewhole process of engineering activity. Based on this, the author summarizes the essenceand characteristic of engineering risk.In the current study field of engineering philosophy, the Dutch philosopher who surge the "empirical turn" wave opened up new avenues for the study of many problemsin engineering philosophy. In this issue, analyzed and researched on many engineeringrisk problems apply related theory of the Dutch school, the "empirical turn" directed atthe engineering and project risks, by the duality theory of engineering artificial objects,expound the structural and functional uncertainties on the causes of project risk. Finally,the author attempts to combine theory of engineering activity structure and process,creatively play the duality theory of engineering artificial objects. In the analysis ofdecision situation, construction situation and evaluation situation in the process ofengineering activities, further elaborated the cause of engineering risk. To a certainextent, improve the Dutch school on the experience turn theory of engineering technicalphilosophy.
