County Land Readjustment Potential Evaluation Studies

Vast population and limited farmland, short of cultivated land reverse source is fundamenta1reality of our country. With the development of social economy, Needs of various social construction for land is increasing greatly.During the process of the construction land exp ansion,it certainly will occupy a part of cultivated land.ln addition,in quite most area our country, there exists the situation that the land is not reasonable, and even inefficient utiliz ation, resulting in contradiction of human and land going more and more sharper,which ha s a significant influence on that the Party Central Committee put forward strategic objectiv e for realizing national economy "quicker and better" development. The strategic goal of k eeping "Dynamic Balance of total Cultivated Land" was proposed under such a circumstan ce.It has two aspects of meaning,one hand is to reduce expenditure,that is projects occupyi ng cultivated land will be in strict control,and forbid high quantity cultivated land requisiti on;another hand is to increase income, that is governments at all levels should increase str ength of land reclamation to realize regional dynamic banlance and insure that reduce of t otal cultivated land is no more than total cultivated land supplied. It won't increase the so urce of cultivated land by strict controlling construction land.Thus land consolidation beco mes the main way to come up with dynamic balance of total cultivated land, promoting t he harmonious development of national social economy and sustainable development. Where as, being one of prophase content for land consolidation,it is imperative to study evaluation of land cons olidation potential.Land Consolidation is just beginning in our country,and various regulation systems is not perfect,and theory along with practice research is relatively less.Mongshi is located on so uthwest of Yunnan province,which covers2900.91square kilometers and has a total popul ation of347.103thousand.National economy of Mangshi has been rapid development since the western development strategy implementation.However,its cultivated land inventory ha s decreased substantially,and contradiction of people and land are becoming more and mo re extruded while economy develops.Moreover,the quantity of cultivated land is uneven an d agricultural infrastructure backward,which seriously limits the development of the agricult ure production.Therefor, it's urgent that Mangshi needs to carry on land consolidation and overall arrange land consolidation project to develop limited factors exsiting in the current agriculture production life.The paper puts forward modality of evaluation of land consolidation potential on the basis of GIS,and takes Mangshi for an instance.Measurement and calculation of land consolidati on, consolidation potential among residential area and demarcation of potential level are m ainly included in the evaluation of land consolidation potential of Mangshi.During the mea surement and calculation of land consolidation,sample points is used for research the circu mstance of the cultivated land use.Results shows, errors and careless omissions are avoide d in available data by the method. Ideal plot method is used to draw up standards for cul tivated land consolidation of Mangshi,which provides an effective approach for standard qu antification of cultivated land.In the measurement and calculation of consolidation potential among residential area,the standard approach of per capital construction land is adopt to measure and calculate the consolidation potential among residential area.This method suits the background that utilization of land is extensive and the economy develops rapidly in Mangshi.At the end, the author separately uses relative coefficient method and absolute co efficient method to divide levels for land consolidation potential,and brings forward planni ng suggestions and analyze applicable conditions of each evaluation method.
