With the changing of internal and external environment, actually most of enterprises are in the multi-project management environment. The core of problem in the multi-project management is how to coordinate the completion of the project schedule, while how to allocate the limited resources is the core of coordination. Traditional multi-project management based on the critical chain method is succeeded to shorten the project duration, and solve the problem of resource allocation to some extent, but it still exits some flaws. the details are as followed:Based on the analysis and summary of domestic and international method of resource allocation in multi-project environment, this paper study the resource allocation based on the time window, Summary the existing research method, which including critical chain method, priority-based multi-project management and quantitative analysis of multi-project management, and then analyzes their respective advantages and disadvantages. Finally propose the problem that can not solve by existing method.In order to meet the flexible requirements of project duration and working procedure, this paper adds time window parameter and penalty factor to design the model of multi-project resource allocation, and analyze the solving problem and the exit mechanism of working procedure. Finally, combined with analysis of a practical project case, the stimulation using the crystal ball shows the process of the project, and the completion time distribution and probability, which provide the reference of resource allocation for enterprise.Multi-project resource allocation under time window is more in line with actual needs of customers, and also taking into account the external constraints in the project, it plays a practical role in application of resource-constrained multi-project management.
