Shougang Corporation is a cross regional, ownership, and border operation large-scale group, which engaged in the iron and steel smelting, mining, machinery, electronic, construction, real estate, service industry and other sectors. In 2003 China Top 100 Enterprises in qualifying, it is lie in no.34, with a total turnover of 47,913,300,000. As corporations which aim to produce long-size products, ShouGang has many problems, such as the lackness of the product species, the low ability to adapt market, low technology skill, and the low value-added product defects. Therefore, during the formulate period of 2001 "Five-Year Plan" of ShouGang, it armed to develop high-tech steel industry, optimize the upgrading of the pattern of the product, ShouGang also using high-tech and advanced construction technology to build world-class level of cold-rolled sheet production line,high car and home appliances board panels in Shunyi in Beijing. In this way ShouGang has raised stake in the international and domestic markets, to improve the economic efficiency of enterprises.Project management, as one of the newly important managing technique, had been originally practiced after the Second World War, and it is subject to solve the problems caused by the complex system of big-scale production, high-cost and strict requirement. Project management as a new subject has a close relationship with administration science, operational research, cybernetics, mathematical statistics, and many other subjects. Today, there are many reasons for researchers to take more attention on it. For example, it dose not only improve the manager's efficiency, but also make it easily to deal with intricate system of bridging various subjects. Furthermore, it adapts social needs for teamwork.This article is based on the related knowledge of project management, and takes ShouGang cold rolling project as an example to illustrate the theory of the project planning and control, and the practice in the process and methods in engineering applications. First of all, this article introduce the basic knowledge of project management, focusing on the formulate and control of the cold-rolled project, what's more, it is carried cold-rolled project WBS to resolve the project, preparation table, and then work through the implementation of an estimated three hours to calculate expectations of time. It make use of network planning technology to begin project network planning, work out the calculation period and the key to draw lines, at the same time, it overcalled a co-coordinating project control plan by the use of optimization techniques for network optimization plan. In this paper, I made descriptions of management organization and management model, and put forward of the corresponding principles and measures of control.
