Modern sense of the government decision-making expert consulting system first appeared in Western countries. In recent years, with the reform and opening up and the transformation of government functions, the expert advisory system in practice has qualitatively and quantitatively leapt and also fully reflected its superiority in government decision-making system. However, compared with Western countries'mature system, there is a gap between China's system of expert consultation and Western's, because the effect of the original design of the system has not been fully utilized. Angled from the inadequacies of the development of government decision-making, the paper attempts to sort out the current status of the expert advice system and to consummate it.Firstly, the paper introduces the concepts and foundation theories and analyzes the causation of the formation of expert consulting system. Secondly, the paper discourse the foreign system's development and experiences. The paper concludes the common experiences from analyzing and contrasting mature countries'systems. Meanwhile, it also discourses Chinese expert advice system's problem in practice. The paper finds out that practically conflict of interests of all parties weakens the function of Chincse expert advice system; the system is lack of operation standard and social atmosphere on applying; and it's unbalanced developed. On the last, based on insufficient mentioned before, the paper recommends suggestions on perfection of the expert advice system. Such as, eliminate administrative influence on advising activity; secure the independence of the advising activity; fulfill experts'involvement to balance government decision-making rights; optimize experts construction and improve experts'capability; change the idea of the government to strengthen government's rights constraints; bring in public participation to fulfill government, experts and public benign interaction.
