Along with the development of the science and technology, human society has been into knowledge age of information, and the world economy into information-based, networked and trans-regional cooperative, traditional competition pattern changes, the competition extent is going rapidly & the competition level is getting drastic as never before. In these circumstances, In order to upgrade core competitive ability and gain the unique advantage for marketing competition, enterprise must pay attention to its learning ability from the space and depth. In our country, the small and medium-sized enterprises have taken up 99.9% of all enterprises, but their enterprise environment exist many shortcomings such as management foundation weak, low personnel quality and fluidity big, enterprises financing channel single, inferior innovation capacity and not forming the good enterprise culture foundation. In the global economic competition for the survival and development of environment and deal with the challenge, small and medium-sized enterprises need to improve their innovation ability and innovation speed and improve their organization learning ability.This paper adopts two methods---the literature research and case studies, over the course of the study with "small and medium-sized enterprise" as the research object, by "Organization Learning Mode" as the main line, "relying on information environment" launched research. After synthesis and conclusions on enterprise organization learning, firstly this essay expounds the organization learning mode which is applicable to small and medium-sized enterprises under the circumstances of information technology. Then the author made the corresponding empirical study. At last, with the theoretical and practical analysis results, Organizational Learning Mode on the promoting function of the development of small and medium-sized enterprises is discussed.This paper mainly focuses on the organization learning theory and organization learning model establishment. First of all, by analyzing about the organization learning and pattern from domestic and foreign literatures, the authors put forward the concept of enterprise organization learning in the information technology environment; Then according to the characteristics of medium and small-sized enterprises, it constructs the small and medium-sized enterprise development organization learning mode, the core of which is organization memory ,by individual learning promotes the realization of organization learning, and the author analyzes and expounds the characteristics of organizational learning model system; Finally, in order to validate this mode ,author test it in X company, and the research work are reviewed and the future development trends are discussed in the end.
