Township Enterprises Occupy Agricultural Land Research

In China, the land issue has always attract more attention, the basic situation of Chinese current is vast population and limited farmland, now, farmland protection has pulled the red line.Since reform and opening-up, the rapid development of Chinese township enterprises, township enterprises in many places has become a pillar of the economy, has played a significant role in promoting the entire national economic and social development. But the land has been occupied by a large number of township enterprises in recent years because the land is an important factor in production activities of township enterprises, and the land occupied by township enterprises without any proper planning, many enterprises use the land in any where and in any pattern without any regulation, and the land distribution is more dispersed. The land occupied by township enterprises has not been used very well, the utilization rate of the land is very low, even exist the long time idle land, causing a lot of waste of the rural land. For a large number of township enterprises occupy the land makes the land issue at stake, the contradiction in use the land become a hot issue in current, to resolve the conflict, first, we need to comprehend the main problems, then to analyse the root factors, consequently come to a conclusion and make a reasonable planning and conduct management.This thesis take an example of the land's use issue of the township enterprises in Nagu town in Yunnan Tonghai county. Nagu is a town that development quickly of economic since the reform and opening-up, now the number of private enterprise in this town has reached more than six hundred, the economic income of township enterprises accounted for the town 99% of the total income economies, has become the Nagu's pillar economy. With the development and expansion of township enterprises, also will increase the occupancy of land, the per capita area of arable land is 0.44 mu per capita in 1996 and now reduced to only 0.17 mu per capita, and we can see the ratio imbalance of the land problem become more seriously.In the thesis research process, I used to go there three times to taking survey, visited relevant government departments to understand the basic situation and get the relevant datas, and to take in the wishes and ideas of peasant farmers who the land are occupied by others, and visit some township enterprises to understand their land size, use patterns of the land and related issues. In such researches, we found the following problems in the used of land:First, the area of the occupied land is large; and second, land circulation is unreasonable; third, lack of scientific land use planning; forth, the utilization rate of the land is low; fifth, frequent land disputes; and the last is the serious environmental pollution.The author by carding the home and abroad research status of land use problems and the land policy of Nagu town, combined with the islamic economic and cultural background of Nagu town, to comprehend and investigate the use of the land of the enterprise, thus, identified the main problems in land use and the reason of the problem, and give the corresponding advice for the problems.The study not only help the development of Nagu, but also provide the related proof for the solution of the problem of land, then take the further analysis.
