Research On The Evaluation System Of Highway Project Supervision Based On The Perspective Of Supervision Enterprise

The correct evaluation of the project supervision is the premise for the continuous improvement of supervision service quality, however, the different evaluation main body has its own evaluating criterion. In this study, the evaluation of project supervision was concerned in the perspective of parent supervision company. As the behavior subject of supervision enterprise to perform supervision contract, the management service level of project supervision institutions not only determines project owner's satisfaction of supervision enterprise, but also closely relates to the sustainable development of supervision enterprise, and has certain effect on the formation of entity engineering quality. The correct evaluation of the project supervision institutions is very necessary to the healthy development of supervision enterprise and supervision industry. The purpose of this study was to construct the project supervision evaluation system based on the perspective of supervision enterprise.Through analyzing the focus of the main stakeholders of project supervision institutions on project supervision evaluation, we can see that the different stakeholders hold different opinions on the definition of project supervision's success. In this study, the systems analysis on the project supervision's success is carried in the perspective from supervision enterprise. On this ground, by drawing on the core competence theory and the related ideas of knowledge-based services value chain theory, and combining with the present research results of supervision service quality, the influencing factors of project supervision's success was obtained preliminarily and the key factors were identified by the DEMATEL method of the system engineering theory. Thus the system of project supervision evaluation index was constructed. Finally, the analytic hierarchy process and questionnaire survey were applied to assign the weights of evaluation indexes.Through the evaluation system constructed in this study was applied by a project supervision of a state-owned supervision enterprise, the feasibility and efficiency of this evaluation system were validated, the emphasis and difficulty of the management in the current project supervision were also analyzed.
