University library must study how to improve their own competitiveness under the network environment in order to enhancing the information center position of university library and providing the user with better and more convenient services.It has been a long time for the network research of the college library. University library has made a lot of progress since the establishment of university library web site, introducing the bibliography retrieval system to library, buying the database, introducing the web2.0tools and the establishment of self-built database. But the mature of the network technology, the perfect of the network thought and the emerging of all kinds of network community, which constantly influence even led the information behavior of the network user. The demand of variety information sources of the network user, the diversity of information sources and the diversity of access to information which has become the characteristic of this internet age. The university library must carry out the network research in order to adapting to the development trend.This paper firstly analysis the information needs and information behavior of user from the research of the network development of college library in domestic and abroad. Analysis the situation of the user's internet use to grasp the information needs and information behavior of college library user at present and conducting the research of the core competitive power of the college library under the network environment. Grasp the contradiction between the supply and demand of information through the research of college library and the user, and then find a balance point between them. Secondly, the analysis of the network communication tools and the social network sites is conducted. By researching the application scope and characteristic of network communication tools and the operation mode of social network, carrying out the analysis of the design idea and the application of all sorts of function module, the information is provided to the construction of online community of college library. Finally, establish the online community model of college library on the condition of comprehensive analysis of college library, user and network environment. Put forward the college library online community model which operates by information exchanging and sharing on the interpersonal ties bases. Study the personal home page and public home page and learn from the model experience of Wiki, and then establish the information retrieval platform based on common construction and sharing, so as to build the college library online community from the angel of comprehensive using various resources.
