With the rapid development of the national economy and the continued growing demand for electricity, the electric power consumers'requirements on quality of power supply are higher than before. Distribution network reconfiguration can improve the quality of power supplied from distribution network without adding new equipment. In this way, the security, reliability, economy and some other aspects can be improved. So it is of important significance to make researches on distribution network reconfiguration. With the rapid development of the intelligent optimization technology, the use of intelligent algorithm for reconfiguration of the distribution network has a huge space for development. A hybrid algorithm of PSOGA is proposed based on particle swarm optimization algorithm and genetic algorithm, the algorithm has both of the fast convergence property stem from PSO and the strong global search ability of GA.In the process of analyzing the topology of distribution network, an improved method is selected to determining whether the network is connected. And choosing the forward and backward substitution method based on branch current to calculate the power flow of distribution network, then, the forward and backward substitution method is modified to make it adapt the changing of network's structure. In the process of using this hybrid algorithm to reconstruct the distribution network, using decimal encoding strategy based on closed loop to shorten the code length, and also avoid the conversion between two kinds of code. With the use of principle about homeomorphism map to simplify distribution network, two conditions that feasible solutions must meet are drawn, so the judgment of infeasible solutions become much more convenient, and the amount of computation is sharply reduced.Finally, the objective function is established as minimizing the network's active power loss, then apply the algorithm to reconstruct IEEE33 and PG&E69 distribution network. After comparing the performance with some other algorithm, the results show that the hybrid algorithm PSOGA has great advantages both in global search ability and convergence property.
