As the combination of the communication and the Internet, the new mobile Internet will have even tempting prospects, and the future will be the age of the mobile information and services. Driven by 3 G mobile communication and intelligent terminal, the mobile Internet comes into the high speed development period. Every telecommunications operators and traditional Internet companies are competing for the unlimited potential market. As for the end system, Apple's iOS, Google's Android and Microsoft company's WP7 have dominated the market accounting for more than 90% market share in the Smart Phone operating system. Android is the world's most popular intelligent mobile operating system occupying 46% of the market share. Up to now, there are more than 500,000 application program in the Android Market. This paper will choose Android platform as the object of the image effect library transplantation, and then design and implement the image effects processing software based on the Android platform. The work has been done and the innovations are listed as follows:(1) I have writen a image effect library using C program language, which contains 31 kinds of algorithm of image effects transform. In order to improve the algorithm in time and space to adapt to the efficiency of the embedded system hardware environment, I have done abundant optimization and improvement for its. This image effect library alse has cross-platform characteristics, to now, it has already applied to Konka's mobile phone with only 300MHz CPU frequency.(2) I have designed and implemented a image effect software based on Android platform. The upper UI interface, which invoke the bottom C program language's implementation using JNI technology, has writen using JAVA program language. By contrast with the same kind of Android Market's softwares PhotoShow and PhotoWonder, the image effect software is more like professional image processing and the other two software's main features are photo decorate and photo beautification.(3) The 31 kinds of image effect transform which have been implemented in this paper covers all aspects of the image processing. Among all effects, the sketch and oil have many innovations and its performances have exceeded PC plateform's professional softwares Photoshop and Paint.NET.
