Work Safety Supervision and Administration System is a three level network system from the city and county (city, district) to the monitored company. In the horizontal, it is an important part of Weifang City Emergency Response System; In the vertical, it is subsystems of provincial Work Safety Supervision and Administration System, which is connected between the provincial platform, county level platform and monitored enterprise. It is information engineering with collection of information, rescue and command, supervision, and monitoring, in safety, information and emergency information as the centre, regard communication system for security, based on computer network, emergency management system as the means of work safety supervision and administration system. The system is advanced, practical, efficient and reliable. And it provides information assurance and decision support for safety management and emergency rescue of all kinds of emergency issues.This system complies with the national information technology, e-government standards and national security production information system specification, and it develops and designs based on XML, Web Services and other open standards technologies, implementing service-oriented architecture (SOA). The planning, design and construction work of whole system, setting aside the interface, achieve the docking between the safety committee members and city units and departments of information network systems, providing more powerful information support emergency rescue for the serious accidents. This paper discusses the system development, the guiding ideology, objectives and principles of construction, then presents the business model and infrastructure information systems standardization, systems technology framework and functional positioning and composition of the network and hardware and software design, and finally introduces the system safety and reliability design.The platform has analysis and design to database-based emergency rescue database systems, emergency rescue system that allows enterprises to facilitate data collection in accordance with the requirements for filing the data, and can easily fill three ways through the data to the safety supervision departments at all levels, can greatly reduce the safety supervision department data collection, collation, input and other work, and can greatly improve the accuracy of data collection; Major hazard control system uses the major hazard identification and evaluation of automatic classification technology, enterprise grade security assessment techniques, combined with geographic information system to automatically achieve the corporate existence of major hazard identification and evaluation of automated classification, according to the company on-site collection of relevant security situation evaluation model to achieve the high incidence of fire, explosion, areas with the risk of gas leak (accidents) and security analysis and early warning prompt automatic evaluation; The emergency rescue decision support system has an analysis and design using emergency rescue knowledge base, accident dynamic simulation technology, emergency plan library, GIS spatial analysis techniques; The construction of dynamic safety monitoring system can be designed and implemented through real-time dynamic monitoring of hazardous area systems, enterprise security management staff appraisal system and underground personnel positioning system; Safety monitoring government information system uses B/S structure to analyze and develop, achieving production safety supervision of the government office networking, digital and standardization; Safety supervision of law enforcement terminal system automatically generated through on-site law enforcement instruments, enables that law enforcement officers can quickly make judgments on companies and on-site violation penalties, reduces law enforcement time and improves the fairness of law enforcement.The system currently has been run successfully in Weifang City Administration, and it has played an active role to improve the regulatory capacity of the city's comprehensive safety standards and emergency relief.
