This system is designed according to the specific financial payments of Weifang City Department of Finance. The office systems used in Weifang Bureau of Finance currently is to meet individual business needs to scattered construction and development of emergency, which there is duplication of information collection, data exchange difficult and cross-system functions and other defects, is neither convenient summary of the data analysis, nor the budget units and related departments to facilitate the financial management of its operational use. Therefore, in order to change the less efficient situation, it has become urgent need to research and develop for its actual demand of Weifang Bureau of Finance financial paying integration system.This paper starts from the actual situation of Weifang City Bureau of Finance of daily financial payment work, presents a networking platform for the management of financial payment methods. The system in real time, comprehensive, and accurate information about financial aspects of its financial-related work carried out to bring convenient.This paper describes Weifang financial payment integration management system of the demand, design and implementation process. First, through demand research, and combined with the Weifang Municipal Finance Bureau, we use the system of investigation and analysis; obtain the basic needs of the system. In the functional requirements analysis, we know the system there are three types of users (normal users, financial staff and system administrators), then we have the major functional modules of the system conducted a needs analysis, the total financial office management system, financial planning management, financial credit management, financial management of the four payment module. At the same time, the system also proposes requirements to non-functional aspects, such as response speed and the average failure rate. Then several of these function modules architectural design and functional design, and give the system involved in the core class diagram, sequence diagram and activity diagram and so on. In database design phase, we first give the system database model diagram, and thus the details of each table are described. Finally, it describes more important modules of the system (financial planning management module, management module, and the financial amount of financial payment management module) implementation details.After a period of operation and testing, the system can basically meet the practical needs of daily work of the Weifang City financial payment integration management system. However, in actual operation, we found that there are still some areas to be developed in this system. For example, the system's interface is relatively simple; the next step needs to strengthen its landscaping. But also in security, the system is not well considerate, mainly in two areas:overall system security and database security. This is next focus of our work.
