Safety Management System (SMS) is the latest and most effective mode and method of the aviation safety management, which was developed on the basis of air transport practice in developed countries. And now SMS has become the guide of the aviation safety management in the world. The Civil Aviation Administration of China (CAAC) promoted the construction of SMS in the whole range of aviation industry, with issuing an Advisory Notice "on the safety of aviation operations management system requirements"(AC-121/135-FS-2008-26), in April 29, 2008. The Notice pointed out the SMS framework and a series of elements for the airlines, including safety management information system requirements. So, what should be the goal of the safety management information system? And how to plan and design the system? These problems have become an issue in the SMS implementation.This dissertation researchs some questions as follows.First of all, in order to extract the application requirements, it studies what are the key elements of SMS, and how they are implemented in the airlines, including the risk-sources management,the system of risk evaluation criteria,the unified data model of abnormal events,and the safety Information collection mode,etc.What's more,it refines the information management needs in the implementation of these key elements,and points out the function goals of safety management system.Furthermore,it designs and develop the"Information System for Airlines Safety Management Based on the Key Elements of SMS",using Java programming language and MyEclipse kit. The system is built on B / S architecture,using the Oracle 10g as database.And it contains some functions as risk-sources information management, abnormal events information management, safety report processing, document library and full-text searching, automatic transactions. This dissertation absorbs some of the current advanced concepts and technologies in the design process of this system, including the followings:The first, it uses full-text retrieval technology based on Lucene to manage the large amount of unstructured data. The second point,it developes some database access components in reference to Castle framework and ActiveRecord model, which makes the database access easier. In addition, it also uses JFreeChart development kit, to achieve a rich graphical representation of statistical data.The results of this study can be referenced by airlines that are implementing SMS.By using this system, the airline safety regulators are able to master the company's safety risks and problems exist,or to carry out multi-angle analysis and evaluation,and to monitor and improve the targeted safety situation. The employees can understand their job or work flow where the existence of risks and how to control them.They can be close to their company reporting any unsafe events occurred. They can also easily learn various rules and regulations and safety cases. In addition,the SMS auditors can check the SMS implementation through the system.
