As a relatively mature trade mode in economic activities, tendering and bidding has gone through more than two hundred years of development, during which people have done a lot of exploration and research of the relative theories and technologies.With the rapid growth of internet applications, how to use the network to strengthen the standardized management of tendering and bidding, is bound to become an important topic and challenge under the new situation. In college, tendering and bidding of equipment and experimental materials goes through a series of work processes, such as declaration, approval, purchasing, acceptance and application. So tendering and bidding could be taken as a systematical project in university to make a reasonable arrangement of educational fund investment and regulate the application behavior. At present, network technology faces rapid development and becomes increasingly mature, to improve the efficiency of university's tendering and bidding as well as purchasing could provide technical support for construction of a clean and honest administration and corruption prevention. So Web-based tendering and bidding technology will become the future development direction of tendering and bidding.Based on the background of tendering and bidding project and the current situation of relative research at home and abroad, this thesis has made a detailed analysis and demonstration of the mainstream technologies of tendering and bidding system's design and implementation in university, having systematically explained NET framework and platform technologies, and discussed in depth the structure and fuction of NET framework's major components, meanwhile made a in-depth and detailed analysis of the features and advantages of the common language runtime and base class library. What's more, taking into account the security of information systems under NET framework structure, this thesis has also briefly introduced the concept of metadata. Combined with the relative technologies of developing and researching of the project, this thesis has also carried out a brief analysis and discussion of ASP. NET technology, SQL database technology, and the three-tier structure which is basde on B / S and so forth. In addition, taking the tendering and purchasing management system in the purchasing center of Zhejiang normal university as the example, this thesis intruduces in detail the key work in the informatization of tendering and bidding system, designing and implementing the Web-based key technologies of tendering and bidding system, which offers a viable case of information system of network purchasing. Project design has made a relevant description towards the process, function, database design and so on. And the realization of this design is based on ASPX technology and SQL Server 2005 database system.Project researching has effectively settled these problems of equipment's purchasing status, purchasing data query, purchasing data aggregation and purchasing report generation and so on. It realizes the purchasing data sharing, improving the efficiency of equipment purchasing, standardizing the management of tendering and bidding in the whole work process.
