With China banking system changing, State-owned four big Banks' status is falling, more and more private banks and foreign banks are grabbing the banking market. The staff's performance assessment, as one of important ways that improve the competitiveness of enterprises, the traditional staff's performance assessment mechanism is hard to meet the current work. Because of the original performance assessment system's subjectivity and weak data storage capacity, leading to the bank staff job enthusiasm is not high and even job-hopping. In order to improve the work efficiency, stimulating enterprise employees' working enthusiasm, it is very important providing scientific objective reasonable performance assessment mechanism and high-efficiency management of performance assessment records.Propelled by the information tide, and the advantages of computer information manage technology: great Information throughput capacity, excellent data processing ability, minimal human interference, Many enterprises have gradually put information management technology used in employee performance evaluation.This paper aimed to designing and developing a suitable assessment information management system based on the current condition of staff's performance assessment and the internal business requirements of a branch bank of China Construction bank in Dali. In this system, we closely follow the trend of the IT, we fully take account of potential of the mature information management technology and database technology in staff's performance assessment area. Make full use of object-oriented programming technology and the concept of software engineering to realize unifying the security, real-time abilities of the system and the objectivity, fairness of employee performance assessment.Based on the basic requirements from bank, we analysis the system from the whole business flow, system data sets, functions of system in detail, and we use the UML to clearly describe the software requirements. After the analysis of user's requirements, we use the Object Oriented method to design the system from the angles of software architecture, system function modules, database based on the previous requirement analysis result. In the development process, we use the traditional C/S architecture as our system's architecture, and use the advanced windows program language Visual Basic to realize the System. In the system, we realize the user login module, user information management module, staff's performance assessment module, feedback of assessment module, data management and statistic module. We are statement every modules in paper detailed, and present the system's characteristics. At last, we give some suggestions for the system's optimizing and the system's expanding.
