Along with the rapid development of economy, the ability to respond and handle emergencies has been proved because all sorts of natural or man-made events occur more often. And safeguard resources has played an more important role in the management of modern emergencies since safeguard resources are always needed during the disposal process whatever the type the emergency belongs to. How to deploy and schedule safeguard resources quickly and effectively becomes a new research direction.At present, a lot of human resources are required for most emergencies to deploy and schedule safeguard resources, which means that the utilization rate of safeguard resources is low and the rescue speed is also insufficient ideal. Combining with the work based on resources sharing platform, the content of this article are followed.First, this paper discusses several aspects of decision resources support system, like origin, structure, disorder and low-utilization. And the description of system resources and related problems are also analyzed.Secondly, this paper puts forward a method based on DC metadata in order to solve the disorganized description for emergencies. This can support the commander decisions. This paper also analyzes the economy feasibility, technology feasibility and operation feasibility of resources safeguard system from the overall perspective, and designs the general structure of this thesis and database. Based on the low utilization of resources at present, it designs the dynamic resources deployment model and resources consumption forecast model that are convenient for commanders to operate safeguard resources, which makes the command easy.Finally, this paper realizes a decision support system. The whole system is based on Struts, Hibernate and Spring framework, all interfaces are mainly accomplished by Extjs, and all class files are mainly written by Java language. My main job is to design and realize the resource support system in practical project.Experimental results show that safeguard resources aided decision-making system has good expansibility and flexible practicability of deployment environment, and obviously improves the software adaptability. Meanwhile, the dynamic resources deployment model and resources consumption forecast model put forward in this paper are reviewed favorably as well as the operation interfaces.
