In the present Enterprise project funds management,due to the project business is complex, it requires the improvement of the new generation funds settlement management system. The domestic and foreign practices already proved that we can make an outstanding project funds settlement management system with the aids of the information technology method. By the system we can warn and monitor the whole process of the funds flow. It not only can realize scientific distribution of funds, but also can ensure secure, ordered, efficient operation of funds. So it realizes the maximization of the Enterprise project profits. And then the use efficiency of the Enterprise project funds is increased.The aims of this system are improving the efficiency of the work, the standard supervisory work of the Enterprise project and forming the careful work notes of the work process. Thereby, the staffs were liberated from the simple work. Let"the robotic work"give back to the machine. And the staff can concentrate on the management.This paper analyzed the research background, present research situation of home and abroad, research purpose and research significance. It introduced the theory and key technology related to the development of the system such as development platform of .NET, ASP.NET, XML, ADO.NET and so on. By the analysis of business requirement, function requirement, architecture, data access, system objective, it put forward to the design schema of system framework, system function, database, interface and user administration privilege. And the system provided the specific implementation. Finally, it builds the Enterprise project funds settlement management system based on .NET technology including multilayer architecture.
