Study On The Impact Of The Network Public Opinion On Public Policy-making

With the trend of the social transformation and the interest diversification, the requirements of the public interest demands become more and more intense, the requirements of fairness, democracy and equality become more and more urgent, the requirements of response to the public of the Government, deploying the pattern of interests, reflecting the public interest become higher. People get used to see the world and the work of government from the view of the information network, the open and interactive networks become an important platform to express their emotions and views. the public views are embodied to form the influential public opinion,which will profoundly affect the operation of the system of public policy. The network of public opinion on the impact of public policy is detailly analysised.This article first defines the concepts of the network of public opinion and public policy, including the rising of Internet media and development of the network, analyzes the characteristics and functions of public opinion, public policy-making process and democratization. Also it analyzes how the network of public opinion influent the public policy making.Secondly, This paper selects two typical cases(Dingzihu in Chongqing and Tang Fuzhen who fired herself against the demolition in Chengdu) to analyze, we learn that network of public opinion can make the strong public pressure,make the main impact on the relevant,and create common values, etc.Everything is a "double-edged sword", the network of public opinion on public policy implications are also double sided.On the one hand, people can express there demands, the public policy are more scientific and democratic. They help to expand the scope of intelligence database, overcoming the limited rationality of policy-makers. They overcome the system of the information communication. They also properly resolve the hot issues, strengthen the government's credibility. On the other hand, representation of public opinion is poor because of the network size and structure is poised. The public policy is unfair because of the dispersion of the network voice. The public policy is mistaking because of anarchism in the network society. "media watch intently" caused by group polarization disturb the social order, affecting fairness of public policy.Finally, this paper presents several suggestions in order to playing a positive role. We must pay attention to research the Network community. The Government increase investment, enhance network infrastructure to expand the breadth of public opinion and representative networks.Enhance the network management and accept network public opinion. We must reduce the negative impaction, reflect the value of the network media.
