Proper performance appraisal helps college to implement post competition system and reward & punishment system, helps to build fair competition environment, helps to improve the quality of teacher team. Currently, performance appraisal system is complicate, prone to make mistakes, difficult to update, query and review. These problems cause much human resource spending and bad communication among departments. In order to solve these issues, the system in this article makes the most use of campus network to make a lot of appraisal tasks easier and quicker. Teachers could input their finished tasks into the system on client software at any time. Different departments could easy to review tasks and calculate score based on this system. Meanwhile, relating information could be announced to public in time through this system.This article elaborates the architecture & function design of the college staff performance appraisal system, realizing online assessment on teaching, scientific research and administration work. Besides, the article describes development principles, function specifications and design plans. Referring to comprehensive analysis on multiple functions, "reactive program" workflow technology is explained how to apply to the appraisal process, combining ASP.NET features. In design part, the article clearly introduces the workflow principle and "reactive model" to realize. Based on requirement analysis, the system divides to several function modules, such as information management, authority grant, announcement, mail sending, online assessment, result feedback, intermediation & arbitration, subtotal, report generation, data file & synchronization and so on. Using hierarchical architecture, the article provides detailed function specification and realization process. In database design part, the article states several standards and implementation of database. In software development part, the article states the principals and realization that how to separate model-view- controller, web services and provides some system interface design screens.Last but the least, this article explains usage circumstances and issues after the appraisal system implementation and also put forward further research direction.
