With the accelerating process of globalization and increasing frequency of the cross-cultural exchange activities concerning politics, economics and cultures and so on, more importance of the role of language, as a cultural carrier, was attached to by more and more governments around the world. The international language promotion agencies facing abroad build up platforms for the spread of the national culture, thus the teaching and cultural exchanges of Goethe Institute, the French League, the British Cultural Council, Cervantes Institute play a key important role in their respective national language culture dissemination, the construction of the state image as well as the influence of a nation. Confucius Institute Project, founded in 2004, was also generated with the tide. In 2006, China put forward the project to develop "Chinese international promotion career". In April 2007, the headquarters of Confucius Institute was officially listed in Beijing. Meanwhile it began managing the daily work of the global Confucius institutes. "Leading Group Office of National Chinese Teaching as a Foreign Language" (hereinafter referred to as "Chinese Office") was formed of 12 national departments jointly. The Chinese language culture's spread has been lifted up to a national strategic height. The shift of Chinese language, as a second language teaching, from "inviting in" to "going out" gives rise to the vigorous development of Confucius institutes in worldwide. The language teaching and culture promotion activities in Confucius institutes are proven to be the native language culture's dissemination practices in foreign culture environment's cross-culture. It's a kind of reflection process for the native culture to disseminate Chinese culture in the worldwide by means of Chinese language, which is helpful to the construction of China's national image as well as the enhancement of the international influence, thus to bring honors to Chinese culture comprehensively and to advance with the times. Meanwhile, it is positively significant to promote the world cultural integration and its harmonious development.This paper attempts to analyze and probe the language and culture dissemination practice in Confucius institutes with the related theories of cross-cultural dissemination.The first chapter is for literature review, which briefly illustrates the cross-cultural dissemination research in the context of journalism and dissemination, and the cross-cultural dissemination research in the context of second language teaching as well as recent researches on Confucius institutes from the aspects of trans-cultural dissemination. Chapter 2 discusses the significance and value of trans-cultural dissemination of language promotion agency as a new medium in culture dissemination and the national image construction. Chapter 3 analyzes the complexity and inevitability of the trans-cultural dissemination relationship of Confucius institutes, which illuminates the components in each link of the trans-cultural dissemination practice in Confucius institutes with Lasswell's 5W-theory. Meanwhile, it explores the dominant characteristics of the disseminating subjects to the dissemination information. The fourth chapter, based on the formation of transmission chain, puts forward reflection and advice for the adjustment of dissemination strategy as well as the further development of Confucius institutes with the reference from other language promotion institutions, especially the activities held by Beijing Goethe Institute in 2010.
