Following this, gradually produced a number of towns on China's current judicial demand, mainly rural judicial methods to get rid of the original, to make full use of computer records, inquiries and other related actions to deal with related matters, can handle the related matters into the open, justice of; there is now the town's economy is weak judiciary, the administration of justice do not want to buy an expensive system; and towns are dealing with judicial matters more complicated, the judicial system functions to be more complete, simple; there is to With time quickly replace the rural judicial business and update the system.Although many of the administration of justice system are running in the township, but they do not really meet the needs of rural justice. In order to solve the needs of rural justice, the key is to their needs and future development direction of the system, this paper has done research are mainly based on UML model, using Ralational Rose tool to model the system's database, while establishing key areas for the system use case model, static model, dynamic model and implementation model. Effective implementation of the guidance system software to resolve the judicial management system development are not in place due to development of the system function is not fully brought in error or the problem and reduce the town to buy the judicial system judicial expenditure, but also to other development of the judicial system provide new ideas.
