As the restructuring of telecommunication industry completed, the three telecommunication service providers in China have all become capable of providing mobile communication services, telecommunications industry entered the era of free competition. After acquiring the 3G license, these three SPs constructed networks with different standards. In view of the status quo, more and more mobile phone users are hoping to subscribe to the network they like on a free-will basis while keep their mobile phone unchanged. Therefore, the Ministry of Information Industry, number portability has been put on the agenda.Number portability:A subscriber of one SP becomes that of another SP and gets the services by the latter while keeping the old number.This dissertation first introduces the current situation, requirements of the test area, and proctol, the message formats, business processes and other relevant standards formulated by the Ministry of Information Industry.Then, based on current CRM, this dissertation puts forward the actual design, exchange procedures and design of interfaces of the model for achieving number portability.The Ministry of Industry and Information Technology of the People's Republic China (MIIT) runs a centralized platform for operation management. This platform holds all data related to subscriptions from one SP to another. It interacts with SPs in various operations through standardized interfaces. After receiving new interfaces messages, the SOA systems of SPs realize the exchange with CRM and generate the user's profile.In design, the platform by which MIIT and SPs interact with each other is based on the program of Webservice. The using of CRM interfaces in this platform is done by Tuedeo. Communication protocol is SOAP (Ver.1.1). The script of this protocol needs to be coded by UTF-8. This standard requires that SOAP uses HTTP POST and be loaded on TCP.
