In the field of the informational management, in the face of these opportunities and challenges,most of the academies and archives branches have impoldered many management information systems(MIS). Hence, the sections are now connected as a whole.But in the past,they are seperated because they are in the different areas. Owing to the virtual network----a resource sharing platfom, on one hand, each section transmits its own data and resources to the severs for processing; on the other hand, all these data and resources are shared considerably. Furthermore, an entire process management model which has adequately realized the integration and continuity comes into being. Because of its advantages, the level and efficiency of academies and archives researching sections are rapidly promoted. Therefore, a more accurate and valueable reference for making decision are provided for the leaders. In the course of the construction of informationalization, how to utilize the website researches and technologies and develop a good MIS with the help of the platform of the large Web Database system are becoming an important mission .Based on the developed and designed relative theories and thoughts, the author uses all the successful experiences of the MIS for reference . In the thesis, in order to develop a archives researching MIS which is suitable for Chengdu Commanding College of the Chinese Armed Police Force,the author considers the following points: firstly, it should be according with the Relative Standards of the Educational Management Informationalization framed by Ministry of Educaiton in China; secondly, it should in accordance with the relative requirements of the informationalization constuction in the army in China; thirdly, it should be scientific, advanced, useful, safe and easy for maintenance.The thesis comprises six chapters. In the first chapter, the author analyzes the researching background of the topic and expatiates the relative research in this field after cleaning up the relative resources. In the second chapter, the theoretic base of the system is mainly dissertated.After introducing and comparing Client /Server (C/S), Browser/ Server(B/S), Asynchronous JavaScript and XML(Ajax) and Java 2 Platform Enterprise Edition(J2EE), the author puts forward a factual structue model for our college. In the third chapter, the system including the analysis of requirement and feasibility is analyzed in detail. At the same time, the author draws the flow chart of the system and data .In the fourth chapter, the author has designed the system. At the fisrt, the starting with the developing goals, the platform of the developing system is chosen; then the functional modules has been designed; At last, the security of the data for the system has been designed. In the fifth chapter, a few crucial problems of the design are analyzed. In the sixth chapter, the author tests the system. Finally, the author generally points out the main characters and drawbacks of the essay and puts foward some logical thougths for the future development of this topic.
