As information technology continues to progress and development, governments at all levels work to improve the continuous updates, e-government has become an important part of daily office and the main way, but as a new content management of grass-roots government, community work rather late in China, people low skills, poor working conditions, in order to fully enhance the efficiency of community work, office automation equipment investment and literacy is an inevitable trend. Therefore, to achieve a C/S structure, designed to manage the residents for the information and basic business application systems-community information management system is very necessary.
