So for the effective supervision of harmful information, the public security departments need to develop a transmitting system to collect harmful information.Firstly, this paper analyzes the background and current situation of the system, listing the problems to be resolved, through the reporting system to collect harmful information in the actual work required the actual function to analyze, the demand is divided into superior notice management, Internet information management, inspection of harmful information management, and harmful information management, work specification management, systems management and other aspects. And making a list of the main workflow, then the system was designed to explain the design idea, design concept, and technically choose B/S structure of Struts under J2EE systems to design. Detailed design of the system through collaboration diagram, class diagram make each module be described in detail. These management functions provide a basic protection for the public security departments to combat cyber crimes, remediate network to create a good environment for the people of the Internet environment.
