Research On The Relation Between The Government And Universities From The Viewpoint Of The Governance Theory

The problem on the relationship between the government and universities is a tricky problem,which.has puzzled us for a long time. It is conductive for the government to formulate and execute policies on higher education correctly and for the university to guarantee its management autonomy and to establish modern university system if the government-university relation is treated properly. In my dissertation I try to investigate this problem at a unique perspective--governance theory. By introducing the market and a tertiary organization into my investigation,I tend to form several fields,which includes government,market,universities and the Third Sector in order to ftp out of the former researching stereotype which is either only from the point of the governments or only from the universities,and so as to uproot all the foregone debatets so that we can establish a newly cooperative relationship between the government and universities instead.With all my heart, I sincerely hope that my research could assist to create a favorable social environment for the sound development of our nation's university education.As the development of Chinese higher education reformation,to make reasonable of the relationship between universities and the government, and to find out the inherent laws and development trends in the complex interaction of them become more and more important. With the institution of the employment system,the centralization of authority of the government has resulted in many disadvantages to the healthy development of university education institutions.With the development of the socialist market economy and the transforming of the government functions,the relationship between government and the universities also diversified.In the new era,the government should change mismanagement style and shift from the direct management to the indirect administration. By introducing the major reform measures like we will shift the relationship between the universities and the government from the simple linear relation in the past to the complicated multi-edge relationship in order to enhancing autonomy in university management.This paper makes analytical research on the relationship between university and government in China and foreign countries, and makes profound analysis on the contradictions between university and government in China at present, which lays the theoretic foundation for treat well the relationship between university and government. Later,from the perspective of the governance theory, using conclusions drawing from the content in the front, try to develop a new collaborative relationship labeled by multiplicity of the power body, and two-way interactive mode of operation between the government and universities.There is no doubt that higher education reformation must change ideas, go out plight, find out the System of the right cheeks and balances with the decentralization, make reasonable of the relationship of related—benefits and principal-agent.And the government should strengthen the support and supervision universities with the means of legislative,economic,administration and information.In areas of legal and society, we should play initiative of universities, realize academic freedom and university autonomy maximum, realize mutually—beneficia,clear—duty unity and harmony between universities and the government.
