The Problems And Countermeasures In Respect To Agent Construction Of The Project: Guangzhou Asian Games Venues

At 20:40, on July 1st,2004, in the 23rd plenary session of the Olympic Council of Area. With the announcement made by Fahd, who was the president of Olympic Council of Asia, that Guangzhou got the right to host the 16th Asian Games. Suddenly, the city of Guangzhou was seething at once. People were cheering, and spreading the news to others excitedly. People all over Asia offered their congratulations and best wishes to Guangzhou. In fact, the Asian Games held in Guangzhou, was rewarded by an unprecedented success. The Asian Games venues, as a main carrier of the Asian Games, played a huge role in it. During the tournament, the Asian Games competition venues received many groups, including athletes, judges, government officials of various countries, media reporters, spectators and so on. Sports events, cultural organization, information, broadcasting, security, services, medical treatment, medal presentation, activities etc, all of them were carried out around the Asian Games venues closely. The Asian Games had not only given the venue more features and more connotation, but also made a higher requirement to the construction of the venue. In addition, the number of the venues and facilities of the Asian Games was nearly 90 in total. There was a wide distribution, complex ownership units that were involved; they related to all levels of governments, the Olympic Council of Asia, all levels of sports organizations and many institutions. This had made the construction of the Asian Games venue become more and more complex. In July 2004, the State Council approved the<Decision by the State Council on the'Reform of Investment System'> which marked the reform of China's investment and financing had entered a new phase. One of the highlights of the decision was, we must promote the "Agent construction system" of the non-operational fiscal-investment-project. In accordance with the requirements of the decision, the construction of the Asian Games venues should be implemented on the way of the "Agent construction system". Strictly speaking, the "Agent construction system "was some of the new things in our country. As a result, what kind of problems would be brought about:how to avoid and resolve these problems when the particular project---Asian Games venues met this new things---the "Agent construction system". This paper attempts to study and investigate these problems.Through the research of documents and individual cases, and combined with many years of my working experience in the Asia Games Organising Committee, this paper studied the causing, development of the "Agent construction system", and made a summary of their experience in depth. Combined with examples, I introduced the overview of the stadium project of the Asian Games, the application of the "Agent construction System" in the Asian Games venues, the achievement made by the usage of the "Agent construction System" in the construction of the Asian Games venue.On this basis above, I made a further concluding and summed the problems up in respect to the construction of the Asian Games venue. The multi- model of "Agent construction System" exist at the same time; the severe challenge brought by mammoth projects to agent institutions; enormous difficulties brought by changing needs to the agent construction work; temporary increased supporting tasks of the venues made the agent construction at a standstill and so on... And through my research and analysis, I made some related suggestions and countermeasures to the host city of multi-sports stadium on behalf of how to do the further agent constructions better. These includes the guidance to the host city, the approval of variety of multi- model of "Agent construction System" to promote the construction of the venues; to do the preparatory work to avoid the problems of over-centralized and over-large construction projects; to pay great attention to the stability requirements of complex function of the venues, and pave the way to implement the conditions of the agent constructions; the advance understanding of the venues' security work, and integrate it into the areas of the agent construction etc. In order to win more time and active space the organization of such games, we must do a better, faster implementation and promotion of the agent construction work.
