With the fierce international competition, knowledge economy comes viciously, which makes advanced further in the education reformation. China also raised the eighth based education curriculum reformation with the development of times and made great achievements. But we should also see that the speed of curriculum reformation is slow in rural primary pushing, and even getting into trouble, so we must find its crux, the remedy to the case and go out of the mire. This is the reason of this study.Undoubtedly, new curriculum reform is a huge project, which needs the joint participation, collaboration and efforts of everyone on all levels to step forward. However, different people share the different economy, culture; social capitals and they would in different fields, and then formed different habits. In their respective fields and habits under the interaction, people's practice behavior inevitably has differences and conflicts, and this makes demand and cooperation of the new curriculum reform suffers serious challenges. Then people's practice behavior choice inevitably pointing to a certain capital gain, and the choice of action strategies based on others to change timely, in order to realize own effectiveness, so the game between people appeared inevitably. These theories is the theory basis of this study, this paper analysis the game phenomenon from both macro and micro aspects, which arised because of the choice of different practice behavior in different subject, find some internal factors in new curriculum reform hard to advance, and finally puts forward some countermeasures of economy, culture, systems the three strategies.From macroscopically aspects. The advance of new curriculum needs the joint efforts of decision-making and execution. Decision-making own a higher capital in culture, economy, society, etc, they inclined to focus on national interests and social progress in pushing the capital of new curriculum reform. The executive body of capital is relatively low, they inclined to focus on the interests of themselves. Thus the games come out of between them naturally. Although decision-making body improve rational levels of the executive body continuously through training, promotion, and other ways, but main objective existence of the "rural field" of the "poor", "teaching habits dual structure between" social pattern, backward education evaluation mechanism, which seriously restrict the factors such as executive body's' rational level andpreferences, hindering the push of new curriculum reform. From microcosmic aspects the individual (such as teachers, students, parents and administrative leadership, curriculum experts) have the pursuit of personal utility which is based on their own rationality, between them also will bring the game. The phenomena of "free-riding" may appear between the teachers, and scramble for limited resources between the students may be lead to unwilling to cooperation, between the teachers and students may appear the phenomenon of "you quality educationâ… exam-oriented education". All these are relatedclosely to the characteristics of new curriculum reform. The characteristics of group collaborative will produce "opportunistic", "team shirking behavior inevitably". The characteristics of new curriculum also include hysteresis, uncertainty and difficult to measure. All these characteristics restrict the robustness of the main body and its rational measure. It is difficult to make a long-standing situation, then "primary school-junior high school-high school" three-step campus layout structure which will lose the potential interests objectively; so many agents have to make an advance end of their cooperation, as to ensure their interests. This all becomes the resistance of the new curriculum reform.In order to get out of the trouble, we must adjust the rules of the game of behavior subject. During the course, we insist on improving rational levels of the principle, advocate the dynamical mechanism of devotion to realize "the principle, the principle of selective incentive" etc. While the main adjustment strategy can start from three aspects which include economy, culture and system. Economic strategy can start from economic development, innovation investment and regulatory evaluation. Cultural strategy can start from these aspects such as redefine the aim of the curriculum reform of rural primary school, build the atmosphere of class, advocate traditional culture, and form the campus culture of cooperation. System can start from innovate the evaluation system of teacher, repair school system, consummate the management pattern of teachers' career, reform exam system and change course reform of carrying out the current pattern of implementation.
